Why doesn’t an attachment copied from Outlook paste?

The Outlook desktop app copies attachments as “virtual files”, which browsers do not accept on paste. Just drag the attachment onto the PDF’ce page. Attachments from Gmail and Outlook on the web can be pasted or dragged.
